BACKGROUND INFORMATION

Re:  Change in Speed Limits

Please find attached for your review and consideration an ordinance that calls for a change in the speed limit on Wilmor Road N/B to Newcastle from Peoria Street to 30 M.P.H. from 25 M.P.H.

This is being done to make the speed limit N/B on Wilmor Road consistent with the speed limit for S/B Wilmor Road from Newcastle. At the present time N/B is posted at 25 M.P.H. and S/B Wilmore from Newcastle is posted at 30 M.P.H.

Public Safety Committee has also reviewed and unanimously passed a recommendation to change the speed limit for Wilmor Road S/B from Peoria Street to Kern Road from 25 M.P.H. to 30 M.P.H. and N/B Wilmor from Kern Road to Peoria Street from 25 M.P.H. to 30 M.P.H

Additionally, they have  reviewed and unanimously passed a recommendation to change the speed limit on Kern Road, between Wilmor and Hillcrest from 25 M.P.H. to 30 M.P.H. in both directions.

Accordingly, I am respectfully requesting that the Washington City Council approve the attached ordinance.

Re:  Stop Sign Ordinance

Please find attached for your review and consideration an ordinance that calls for a stop sign to change the intersection of Santa Fe at Oak Ridge from a 2 – way stop for north and south bound traffic on Oak Ridge at Santa Fe to a 4 – way stop at the intersection. The Police Department has received several calls and complaints regarding the increased volume of traffic in this area, particularly during the morning and evening rush hours. As you know, this location is now controlled by a stop sign for traffic traveling north and southbound on Oak Ridge. Santa Fe traffic does not have any traffic control sign at that location. An inspection into the concerns expressed by our residents has sustained the complaint and I believe that a change from a yield sign to a stop sign is warranted.

I have presented this information to the Public Safety Committee and at their Monday, October 13th, 2008 meeting the Public Safety Committee unanimously approved the change from a 2 – way stop to a 4 – way stop at this location.

Accordingly, I am respectfully requesting that the Washington City Council approve the attached ordinance. Additionally, I am requesting, per the Public Safety Committee, that the First Reading of this ordinance be waived.

Subject:  Pay Request #2 (Final) – Nofsinger Road Water Main Extension

On March 17, 2008 the City Council approved the award of a contract for construction of an extension of a 12-inch water main along Nofsinger Road from just north of Calvin Drive to the end of Willow Drive to Hoerr Construction, Inc. of Peoria for an amount of $89,144.00. Construction was started on April 23 and was completed in early June.

I am now in receipt of payment request #2 from the Contractor for an amount of $4,120.40. This amount includes payment of $494.00 for seeding and retainage in the amount of $3,626.40.

With this final payment, the value of the completed project stands at $73,022.00. The difference between the awarded and final cost was due to a reduction in the amount of water main that was installed. We were unable to obtain the necessary easement to run about 298 feet of main between Willow Drive and Santa Fe Road.

As the project is now fully complete, it is my recommendation that the City Council approve making payment on the Contractor’s payment application in the full amount of $4,120.40.

This matter is being placed on the Council’s consent agenda for review and action at the meeting of October 20, 2008.

Subject:  Property Damage Reimbursement
Date:  October 15, 2008

Staff, with the concurrence of the Finance and Personnel Committee, is recommending payment in the amount of $5,111.94 to Uftring Chevrolet as reimbursement for property damages to a vehicle that occurred as a result of an accident involving a Washington Police Officer earlier this year. Said reimbursement will constitute payment in full for all damages resulting from the accident.

Subject:  Purchase Authorization – School Street Trunk Sewer Cleaning and Televising

We have been working on plans to replace about 2000 feet of the sanitary trunk sewer between South School Street and Ernest Street for the past three years. Design work was completed about two years ago, and we have thus far been unsuccessful obtaining the easements that will be necessary to complete the project.

Consideration has recently been given to lining the sewer rather than replacing it. However, it will be necessary to clean and televise the line prior to making further decisions concerning the appropriate course of action. The location and size of this line is such that we are unable to perform this work with City personnel. Consequently, we are proposing to contract the work.

Currently, I am in receipt of a time and materials proposal from Hoerr Construction, Inc. of Peoria to complete this work. It is estimated it will take four days to complete the cleaning and televising and based on this proposal the total cost of the work will be $18,400. Hoerr is the only local contractor capable of performing this type of work. I am still in the process of trying to obtain proposals from a contractor from the St. Louis area and another from a Chigago area contractor.

Based on the above, authorization is being requested to spend up to $20,000 to complete the cleaning and televising and approval is being sought to allow staff to enter into a contract to have this work completed by the contractor with the least cost proposal.

This matter has been placed on the agenda for Council’s consideration at the October 20, 2008 meeting.

Meeting was called to order at 5:35 p.m. by Chairman Brubaker.

1. Alderman wishing to be heard on non-agenda items: NONE

2. Citizens wishing to be heard on non-agenda items:

Both citizens came to the meeting to discuss Business Item "B" Parking on Kingsbury/Stratford. This item was moved to Item "A"

3. BUSINESS ITEMS

A. Parking on Kingsbury/Stratford

Both Citizens express a number of concerns regarding ongoing problems with parking in the area of Kingsbury at Stratford. Mr. Riese presented a list of several issues that the committee discussed. Mr. Riese also presented some recommendations. Chief Kuchenbecker advised the committee and the citizens that he will meet with WCHS Superintendent, Dr. Jim Dunnan to address these concerns and then report back to both citizens and the committee.

B. 4-way Stop – Santa Fe and Oakridge

Following several complaints and concerns from citizens residing in the area of the intersection of Santa Fe @ Oak Ridge the committee addressed the request to change the intersection from a 2 – way stop to a 4 – way stop. Alderman Dingledine made a motion to change the intersection to a 4 – way stop and the motion was seconded by Chairman Brubaker. MOTION PASSED

C. Wilmor Road Speed Limit discussion

The committee discussed the speed limit on Kern and Wilmor roads. It was noted that the speed limit for s/b Wilmor from Newcastle was posted at 30- m.p.h. and the speed limit for Wilmor Road n/b from Jefferson Street was 25 m.p.h. Additionally, the speed limit of s/b Wilmor Road from Peoria St. until Wilmor turns into Kern Road was 25 m.p.h. and that all of Kern Road was posted at 25 m.p.h. The committee believed that the speed limit for all of Wilmor Road and all of Kern Road should be 30 m.p.h. Alderman Dingledine made a motion to change the speed limit for all of Wilmor Road and all of Kern Road to 30 m.p.h. the motion was seconded by Chairman Brubaker. MOTION PASSED

4. OTHER BUSINESS: NONE

5. ADJOURNMENT - Chairman Brubaker made a motion to adjourn at 6:45 p.m. and Alderman Dingledine seconded. MOTION CARRIED
